The Director of Special Programs for the Department of the Navy and Special Forces Officer in the Army National Guard, Doug Livermore, joins the Renew Democracy Initiative to offer insights into recent updates on the war in Ukraine. He discusses the impending liberation of Ukraine's Kherson region after nearly eight months of occupation, Russian attacks on critical energy infrastructure, the possible destruction of the Nova Kakhovka dam, and what it all means for the future of the war.
Ukrainian forces swiftly advance in the Kherson region, liberating numerous villages and causing the Russian military to retreat. Doug notes that Ukrainians poured several months of preparation and discipline into Ukraine's successful advancement. While the Russians focused their aggression on the Luhansk and Donetsk regions and in their attempts to capture Ukraine's capital, Ukrainians strategically prepared Kherson for an eventual counteroffensive. Livermore explains that Ukraine's stunning counteroffensive this past summer forced Russia to redirect its troops to stabilize its lost occupation in Ukraine's Kharkiv region. Now, Kherson is open for Ukrainian forces to reclaim, a victory that would signify the undoing of Putin's ambitions in Eastern Ukraine.
Russians are targeting critical civilian infrastructure to cause the most damage to Ukrainians and cover their retreat from the Kherson region. The Kremlin is even considering destroying the Nova Kakhovka dam. The destruction would leave the Kherson area uninhabited and untenable for a significant period. Months, if not years. Livermore points out that an attack on the dam would not only slow down the Ukrainian counteroffensive but also severely limit Russian troops' mobility within the area.
The dam's destruction would result in tremendous ecological and economic damage by severely flooding nearby villages and population centers. This will cause unnecessary damage to Ukraine only to fuel Putin's ego. If Russia chooses to destroy the dam during their retreat, they will leave Kherson damaged and uninhabitable for years, making life incredibly difficult for Ukrainians in the region during the upcoming Winter. Furthermore, Livermore predicts it would end the possibility of negotiations between Russia and Ukraine. Ukrainian forces have tasted victory, and only time will tell if they will let Russian forces gain any success.
